After nearly 10 years in the making the IRS has published final regulations on expenditures related to tangible assets (commonly referred to as the Repair Regulations). These regulations provide a complex and comprehensive set of rules on what costs related to tangible property a taxpayer: (1) must capitalize; (2) can deduct as a repair or maintenance expense: (3) can treat as material and supplies, and (4) when to recognize dispositions of property.
